The Illinois Law Enforcement Accreditation Program (ILEAP), administered by the Illinois Association of Chiefs of Police (ILACP), is an ongoing process where agencies are evaluated for policy and procedures against established criteria. The compliance in meeting the standards to become an accredited law enforcement agency is reviewed and verified by an independent and authoritative body, the ILEAP Council.
On May 2, 2025, the Quincy Police Department received notification that the agency was recognized as being an ILEAP Tier II accredited agency.
“Achieving accreditation at the Tier II level is evidence and recognition of the continued highest level of professional police service provision to the Quincy community by the leadership and personnel of the Quincy Police Department. It is also a positive reflection of the commitment of the municipal leadership to enhance the quality of life in the community by supporting policing services.” – The ILEAP Accreditation Council
The formal presentation was made before the Quincy City Council on June 16, 2025.
ILEAP accreditation is a significant professional achievement that recognizes agencies that meet or exceed law enforcement standards and best practices in areas such as administration, operations, personnel, and training. The accreditation process involves an in-depth review and independent assessment to ensure compliance with rigorous professional benchmarks. Tier II agencies must meet 181 standards, compared to 69 for Tier I. Accreditation is valid for four years, in which departments must then apply for re-accreditation.
QPD Chief Yates said, “The Quincy Police Department attaining ILEAP Tier II Accreditation reinforces our commitment to maintaining the highest standards and best practices for an Illinois law enforcement agency and ensuring professional police service for those who live and work in our community.”
There are more than 800 law enforcement agencies in Illinois and according to I-PAC’s website as of April 2026, only 74 are accredited by ILEAP, and of those 74, only 28 are Tier II level.
